How to cite "The Benefits of British Rule" in MLA Format?

The Benefits of British Rule is in a packet I recieved from my teacher. It is by a man named Dadabhai Naoroji. It is called "The Benefits of British Rule" and it has the year 1871 next to it. I need to know how to cite it in proper MLA format for both in my Works Cited Page as well as after an in-essay quotation. Thanks.
