Can a Ala State Trooper, pull me over if close to his house? For 2 reason, Off duty or patroling near residenc?

The two reasons i am asking, i have heard where this same officer has been caught doing this and can he or is it possible for him to pull me over in moving direction away from his house but say with a few miles to his house. Also, since he was soo close wouldnt we all like to work near our homes? Was he really on duty or going home for something else?
